Southbay's Rules & Regulations Handbook outlines the standards that keep our community safe, respectful, and enjoyable for everyone. These guidelines are based on our Declaration of Condominium, Bylaws, and Florida Statutes.

A
Administration
  • Board elected by unit owners per the Bylaws and the Florida Condominium Act
  • Board oversees Association management, finances, and community safety
  • Board meetings held 3rd Thursday of the month, 7 p.m., in the Clubhouse
  • Property Manager handles daily operations, maintenance & communications, and reports to the Board
  • Management Office is next to the Clubhouse, open 9:00 a.m.–4:00 p.m., Monday–Friday
  • Official notices posted at mailbox bulletin boards
  • Submit maintenance requests by phone or email to the Property Manager
  • Meeting agendas, minutes, manager reports & board roster available at DirectorySpot
House Rules
L
Living in Your Unit
+
  • Occupancy: single-family or up to 2 unrelated persons; county limits — 1BR = 3, 2BR = 4, 3BR = 6 persons
  • Report any change to your contact info (mailing address, vehicles, etc.) to the office within 10 days
  • House guests: register with the office; stays over 7 days require a background check, interview & signed certification of the Rules; guest pets need Board approval and must meet the weight limit; new occupants moving in must also go through approval first
  • Leasing: unit must be owned 1+ year before renting; 90-day minimum, max 3 rental periods/year; application & interview required, with written approval or denial from the Property Manager; owners lose access to facilities — including the pool — while not occupying or while the unit is rented
  • Use of units: no exterior decoration changes (paint, lighting, hanging items) without Board approval
  • Report equipment failures immediately; owners are liable for damage from misuse
  • No fire hazards; never hang items from, paint, or apply texture to sprinklers — owner liable for resulting damage
  • No awnings, blinds, shades, or sunscreens may be installed on balconies or windows; permanent storm shutters must be white
  • Children under 12 must be supervised by an adult at all times; supervising adults are responsible for compliance
  • Emergency/out-of-town: provide the office a unit key or passcode (required by law), shut off water when away, leave emergency contacts

Property & Noise
+
  • Balconies/porches: no hanging items, plants, appliances, or storage; no gas grills above the first floor (electric OK)
  • Remove all balcony items during hurricane/tropical storm warnings; don't use leaf blowers, hoses, or wash water to clean balconies
  • Common-area maintenance is the Association's responsibility; windows/glass doors are the owner's, except for major damage
  • No unapproved work on Association-maintained areas
  • Roof access (contractors only): sign in/out at the office, Mon–Fri 9 a.m.–5 p.m. except emergencies; roof is inspected after work, damage is the contractor's responsibility
  • Quiet hours 11 p.m.–8 a.m.; music/TV must not be heard outside the unit
  • Moving & contract work: Mon–Fri, 9 a.m.–5 p.m. only (no Saturdays); schedule with the office for elevator pads/key; damage to elevators, doors, or lights is at owner's expense; hallways must be protected during construction; loud work no earlier than 10 a.m.; nothing on Sundays
  • Flooring: carpet or an approved sound barrier required; proof must be provided and inspected by the Property/Maintenance Manager before installation
  • Signs: only Association-approved unit nameplates; no other signage anywhere on property
  • Windows/doors must stay closed when the unit is unoccupied; owner liable for resulting damage. Broken windows/sliding doors must be replaced with current hurricane-rated glass (permit required) within 30 days unless hurricane shutters are installed
  • No exterior antennas or wiring without written Association consent
  • Landscaping: residents may not add, remove, or replace landscaping around units, or fertilize; potted plants are fine
V
Vehicles & Parking
+
  • Park only in your designated space with an operational, currently registered vehicle; reserved spaces can't be loaned without written permission on file
  • Guests must use guest spaces only; vehicles in reserved, no-parking, or handicap spaces (without a valid placard) will be towed at owner's expense
  • Commercial vehicles, motorcycles & motorbikes are prohibited
  • Campers, RVs, PODS & boat trailers: max 24 hrs parking per 7-day period; can't block traffic/emergency access
  • No vehicle repairs on property except emergencies
  • Car wash: 8 a.m.–7 p.m., residents only; turn off water & return hose after use
  • Bike racks in both garages (use at own risk); no bikes on balconies/porches; label with unit number; e-bike batteries may not stay attached while stored in the garage
  • No skateboards, rollerblades, or scooters on Southbay property — use the adjacent trail
  • Garage/property speed limits: 25 mph on the lane, 5 mph on property and in garages
W
Trash, Pets & Wildlife
+
  • No pet waste or loose garbage in chutes/dumpsters; no glass in chutes
  • Bag bottles, dishes, newspapers & litter and carry to garage-level dumpsters
  • Break down all boxes/cartons before placing in the dumpster
  • Furniture, appliances & large items may never be left outside dumpster rooms or along Sunshine Skyway Lane — contact the city for disposal; curbside pickup isn't allowed
  • No bird feeding anywhere on the property
  • See Pet Policy below for pet-specific rules

Pet Policy
+
  • Permitted pets: dogs, cats, small birds & fish; register with the office within 10 days of bringing a pet onto the property, with proof of current vaccinations from your vet
  • Max 2 pets per unit (fish excluded); dogs may not exceed 25 lbs at maturity
  • Leash required at all times in common areas, max 6 ft; pets running free may be fined
  • Owners must clean up pet waste immediately; fines apply for failure to comply, plus the cost of any common-area carpet cleaning
  • Pets are never allowed on the pool deck or fishing dock (Health Code §64E-9)
  • Pets may not be tied up or left unattended outside the unit, including hallways and balconies
  • A pet causing a continual nuisance (excessive barking, aggression) may be fined or required to be removed
  • Pet waste goes in designated pet-waste containers, never mailroom trash; walk pets along the trail/entrance road only
M
Meetings & Payments

  • Board meetings: 3rd Thursday of the month, 7 p.m., in the Clubhouse (may vary in summer)
  • Annual Meeting & elections: every February 20th in the Clubhouse; notices emailed, mailed, or hand-delivered to owners
  • Maintenance payments/requests: drop box outside the office, by mail, or delivered directly to the Property Manager
Buildings & Amenities
T
Tower Buildings (7430 & 7432)
+
  • Hallway doors must remain closed at all times (Fire Dept. requirement); all doors must have a working self-closing mechanism
  • Decorating hallways in the Tower buildings requires Board approval
  • Keep common areas (elevators, mailrooms, lobby, sidewalks, stairwells, hallways) clean, especially during moving/remodeling
  • Children may not play in halls, garages, or fire stairs
  • Owners are responsible for damage to common areas, including damage from balcony furniture/décor not removed before storms
  • Storage lockers: first-come, first-served (not every floor has one per unit); one locker per resident per floor; nothing stored outside or on top of lockers (Fire Marshal rule); owners must give tenants locker keys when leasing
  • No personal storage in hallways, trash chute rooms, or electrical rooms
  • Shopping carts are for residents only; return to the mailroom promptly, never leave in elevators
  • Pad elevators before moving/remodeling — contact the office for padding
  • No smoking in elevators, halls, lobby, clubhouse, or any interior common area (Fire Marshal rule)
  • Observe posted garage height limits; damage is the owner's responsibility

Swimming Pool Rules

  • No lifeguard on duty — swim at your own risk
  • Residents and accompanied guests only; visitors must stay with their resident host
  • Max 25 people at once
  • Hours: 8 a.m. to dusk (except during maintenance closures)
  • Swimwear required; shower before entering to remove lotions/oils
  • Use towels on furniture; cover-ups & shoes required to/from pool; suits must be dry before entering any building, including clubhouse restrooms
  • Children 12 & under must be supervised
  • No-leak swim pants required for incontinent individuals (State Law)
  • No running, horseplay, excessive noise, or sports equipment
  • No food/drinks within 4 ft of the pool edge; no glass or breakables
  • No pets on the pool deck or in the pool (Health Code §64E-9); no bird feeding
  • Music allowed with discretion — be considerate of others in the pool area

Fishing Pier / Dock Rules

  • Hours: 7 a.m.–11 p.m.
  • Residents and accompanied guests only
  • Boats may dock up to 24 hours within any 7-day period, at your own risk
  • No excessive noise, horseplay, or diving
  • No glass or breakable containers
  • Children 12 & under must be supervised
  • Clean the fish-cleaning area thoroughly after use
C
Clubhouse / Recreation Room / Grill

  • Hours: 8 a.m.–11 p.m. (until 1 a.m. on New Year's Eve)
  • Reserved for Association use only on Holidays
  • No smoking inside the clubhouse
  • Furnishings may be borrowed from the rec room/patio with Board approval
  • Residents may reserve the clubhouse in advance for parties; it must stay accessible to residents for pool restroom use even when reserved
  • Clubhouse rental does not include the pool, pool deck, or fishing pier — those aren't available for private party rental
  • Party decorations may not be attached to walls or fire sprinklers
  • Owners may be assessed for damage to the clubhouse or common areas

Recommendations
+
  • Have dryer vents professionally cleaned annually
  • Have AC condenser units inspected annually
  • Remodel work should be performed by a licensed & insured contractor, per City code
  • Pour diluted white vinegar into the AC condensation tube monthly
